A stand design can look straightforward on a floorplan and still need formal approval before anyone begins unloading. If you are asking when are stand permits required, the short answer is: whenever your stand, build activity or event operation falls outside the venue’s standard shell-scheme rules. The exact terminology varies between organisers and venues. You may hear it called a stand permit, stand plan approval, technical submission, complex stand approval or a contractor permit.
For exhibitors, the practical point is the same. Approval must be secured before materials, build teams and services are committed. Missing this stage can mean costly last-minute redesigns, delayed installation or restrictions on what can be built on site.
When are stand permits required for an exhibition stand?
A permit or formal approval is most commonly required for space-only stands. Unlike a shell-scheme package, where the organiser supplies the basic walls and structure, a space-only plot gives you an empty footprint. You are responsible for the stand structure, graphics, flooring, electrics and safe build.
Most organisers will require scaled stand plans for a space-only build, even where the design is relatively simple. These plans allow the venue and organiser to check height limits, fire routes, access, structural considerations and the position of services. A modular stand can make this process more manageable because its dimensions, components and build method can be clearly documented, but it is not automatically exempt from approval.
Permits are also likely where a shell-scheme exhibitor intends to make significant changes. This could include replacing supplied panels, building a ceiling feature, installing raised flooring, fitting a large fabric structure or adding a substantial overhead sign. The shell scheme may be standard, but the proposed alteration is not.
The trigger is usually risk and complexity rather than the size of your company or the visual ambition of the graphics. A compact stand with a raised platform and illuminated feature may need more documentation than a larger, open-plan display made from standard approved components.
The stand features that usually trigger approval
Every event has its own exhibitor manual, so there is no single UK permit threshold. However, several features consistently require the organiser or venue technical team to review your plans.
Space-only, double-deck and high-level structures
Space-only stands normally need approval because they introduce a temporary structure into the hall. Double-deck stands require a much higher level of scrutiny, including structural calculations, detailed drawings and additional fire and evacuation provisions.
Height is another common trigger. Exhibition halls set maximum build heights, and stands that approach or exceed the standard limit may need permission from neighbouring exhibitors as well as the organiser. High-level branding, towers and suspended elements must be planned early, not added after the design has been signed off.
Raised floors, ramps and enclosed rooms
A raised floor is often used to conceal cabling and create a more finished branded environment. It can also introduce trip hazards, edge protection requirements and accessible entry considerations. Venues may specify a maximum platform height before ramped access is required, along with rules for ramp gradients and contrasting edges.
Meeting rooms, storage cupboards and semi-enclosed demonstration areas can affect visibility, fire safety and escape routes. A small lockable store may be acceptable within the footprint, but it should still appear on the plan. Do not assume that a partition wall can be moved around on build day without approval.
Rigging and suspended signage
Anything hung from the venue ceiling requires rigging approval. This includes banners, lighting trusses, aerial signs and suspended fabric structures. Rigging is arranged through the venue’s approved contractor or a specified process, not through a stand builder acting independently.
Submission deadlines for rigging are often earlier than general stand plans. There are engineering checks, point-load calculations and installation schedules to coordinate. It is also a paid venue service, so the budget needs to cover both the hanging equipment and the approved installation team.
Electrics, lighting and live demonstrations
Standard electrical supplies can often be ordered through the organiser without a separate stand permit. More complex installations may require electrical plans and sign-off, particularly where you have distribution boards, high loads, multiple display screens, specialist machinery or bespoke lighting.
Live product demonstrations need extra care. Equipment involving heat, moving parts, compressed gases, water, chemicals, lasers or other potentially hazardous processes may need specific permission. The organiser may request operating procedures, safety data sheets, fire precautions and details of competent operators.
Vehicles, food, alcohol and unusual materials
A vehicle on a stand, catering activity or a display containing unusual materials should never be treated as routine. Indoor vehicles may need fuel restrictions, battery isolation, drip trays and timed delivery arrangements. Food and drink sampling can bring hygiene and allergen requirements, while alcohol sampling may be controlled by the venue or event licence.
Balloons, naked flames, smoke effects, fog machines, animals, pyrotechnics and certain decorative materials are often restricted or prohibited. Where permission is possible, it will usually be conditional on a formal application and supporting risk assessment.
Approval is not the same as ordering venue services

Treat the exhibitor manual as the working document for both processes. It will set out the technical regulations, drawing specifications, service order deadlines, build-up times and any forms needed for non-standard activity.
What documentation should exhibitors prepare?
For a straightforward space-only stand, the organiser will typically want a scaled plan and elevations showing the footprint, dimensions, wall positions, maximum height, floor treatment and branding. Include the position of entrances, storage, electrical items and any features that affect access or visibility.
The build contractor will normally also prepare a risk assessment and method statement, often referred to as RAMS. The risk assessment identifies foreseeable hazards, such as working at height, manual handling, tools and vehicle movements. The method statement explains how the team will build and dismantle the stand safely, including the sequence of work and controls in place.
Depending on the design, you may also need public liability insurance, structural calculations, fire-retardancy certificates for fabrics or finishes, electrical test information, lifting plans and contractor competency details. A venue may ask for different documents from those listed in the organiser’s general guide, particularly for a complex or high-risk feature.
The best approach is to submit a complete, coordinated package rather than sending a floorplan first and trying to explain the rest later. Incomplete submissions can go back and forth for days, which matters when approval windows are tight.
Plan early enough to make changes
Organisers often set technical submission deadlines several weeks before the event. That date is not simply an administrative target. It gives the technical team time to review plans and gives you time to alter a design if it conflicts with a rule.
Start by confirming whether you have shell scheme or space only, then obtain the latest exhibitor manual and plot plan. Check the stand number, dimensions, open sides, maximum permitted height and any columns, fire points or service ducts within the space. These details influence the design before a single graphic is printed.
It is sensible to submit plans before placing final orders for bespoke elements, especially flooring, overhead signs and large-format structures.
